When you hold the button down and it beeps it means that you have successfully focused on your object. If you continue to press on the button it will engage and take the picture confirming that with a sound.

It took me a couple tries to get this as well.  You actually have to hold the camera button for a second, you will hear a camera shutter sound when it takes the picture.  If you just tap it, the flash will go off, but no picture will be taken.  I think it the quick tap just sets the auto-focus into motion.

edit: on second look, there are actually two levels of depressing the camera button, you should feel two distinct clicks as you press it, the first stop position enables the auto-focus once you hear two beeps and the reticule turns red the focus is done, pressing the button all the way in takes the picture.
