I downloaded the OTA zip file from the Internet and renamed it to UPDATE.ZIP and put it in the top level directory.  I did the manual boot (down volume plus power button) and loaded the new update.  That is a manual update that results in the exact same update as if VZW had sent it to my phone.  Thus, there is a manual option.  I did my Froyo update in the exact same manner a year ago.

There is no manual update option ,you must either have a rooted phone or no accepted the update once

That would be for the Droid 2 Global:

 

"The update to Android 2.3 for the Droid 2 Global from Verizon has been stopped and suspended until further notice."
