i cant get my phone to reboot

my phone restarted and it is in factory mode; it says locked at the top and has a fast boot, bootloaded, reboot, reboot bootloader and power down. I am unable to reboot it at all and have tried everything to get pasted this page

You might Try pulling the Battery and holding Down on the Power button for 30 seconds.. then Re-installing it and then try a re-power
