Try these steps listed below :

Send & receive attachments (MMS messsaging)

To send a file in a message, open a new message and press Menu > Insert. There are several different options and file types to insert ino the message.

When you receive a message with an attachment, open the message and tap on the picture or file to view it.

  • Pictures will appear in a video playback screen when viewing from a message.
    • To save the picture to your SDcard, tap and hold on the photo when you get back to the message.
    • You will have the options to View, Save or Share the picture.
    • Tap on Save to save the photo to your SDcard.

Notes:

  • SMS does not support sending to email addresses.
  • To save a multimedia item received in a message, press and hold the item and select Copy to SD Card
  • Some file formats can be converted to HTML for faster viewing, and your phone will show a button that says Get HTML version.

I hope this helps.

Receive error message "service not activated on network" when trying to send photos, pictures via MMS.  Am also not able to receive photos/pics.  Is happening on both my and my wife's phones, both are Samsung Droid Charge.

have you checked "MY VERIZON" Online  to make sure you have the feature "enabled" at Verizon?

RoyLeslie, thanks for your inquiry. It sounds like either you don't have the feature for picture messaging or you have it blocked completely. Are you still having this issue? Are you able to send/receive text messages? Follow Cody21's suggestion and check to make sure the feature on My Verizon. If it still isn't working, please PM me with your name and number and I can verify the feature is active for you.
