Sounds like you mist have a third party launcher installed, like ADW oe Launcher Pro because they have this option... From Home page / Menu / Notification..

I know the notification bar is a useful tool. If you checked your application/settings as Wildman suggested and still have no notification bar please PM me with your name and mobile number so I may further assist.
