Nope. I would have said you could have had all your text forward to another phone,but you would have needed to install a special app for that. Since the phone is off and if it remains off, then your text messages that you are getting now should come in on the new phone.
TheGreatOne is correct! Since the phone is off, you won't receive any messages on your device until you activate the new one that you're getting. Hope this helps
