The are apps out there that do what you are asking. Unfortunately, I do not use any. I do use the Handcent SMS app as you can set how many notifications and how often you are to receive them.

Actually, there area notifications settings in the messaging app and the gmail app, as well as the Handcent messaging app.
In all 3 apps, go to the settings page and look for the notifications settings. This is where you can enable the notifications as well as choose the notification tone and/or a vibrate notification.
If you use the Handcent messaging app (and everyone should, IMO) with notifications, you will want to TURN OFF notifications in the android app. Otherwise, you will get double notifications when you get a message.

i use an app called "missed call" that i like. i like it because i can customize all the various things from one place. i use it for calls and messaging notifications. i don't recall if it does emails too? i believe so.
