How do I install apps on my sd card.  My phone keeps running running out of memory but nothing is being stored on the sd card.  When I go to manage apps the option to transfer to the SD card is not available.

If it's grayed out, then the app isn't compatible with apps2sd yet. You'll have to wait until the developer updates it.
