Can I tether my Droid X using the USB cable and then text from my PC through my DroidX?

I'd say no, but then I haven't even heard of someone trying this.

Just text from the Verizon site, people will still see it as if you did it from your phone.

That is a viable option, but it only works if I am texting to a verizon phone it seems.

That is correct, other carriers have similar sites for web texting. I even used a universal text about a year ago but I don't remember the name of the site.

I used to use motorola phone tools but this was way before android. I had the alltel motorola hing and I could text from the app itself. I noticed that if you place your X in sync mode and have a windows pc, a window tells you if you have missed calls or texts in real time but you cant reply.
