Have you tried Settings>About Phone> System update ?
If it says your phone is up to date you need to check your System Version and Android Version.
The current system version is 2.3.15.MB810 and Android Version 2.2.
Now with that said the system update check is a pull straight from Motorola servers. If your phone has been "modified" in a certain way that voids the warranty and certain unwanted apps removed, Motorola has stated they will block some of these from being updated. They will also block a phone that had any of the unofficial updates from updating to 2.2. If either of these are your case, there are plenty of help guides on the sites that deal with those modifications.

My phone has not been modified in any way what-so-ever.
My current system version is 1.13.604.MB810
My firmware version is still 2.1 update1
When I go to system updates in the phone, I receive the message "Check for update was not available at this time. Try again later" I have been receiving this message for probably 2 months now.

Go to settings>Data Manager>Social Network Connection and make sure it is not set for sync only over Wifi. If this is not an issue just keep trying the Check for update function repeatedly. Some people don't get it to go through until they hit it 10+ times.

Sounds like you have a app that may be causing the update to not run, I have experienced this before and usually its wise to backup and hard reset to resolve this issue... Besides it is a good decision to hard reset because users have been having a number of 2.1 software compatible issues with 2.2. So backup all your information and then do a hard reset by going to Settings > Privacy > Factory Data Reset > Reset Phone > Clear All and once reset in complete, activate and then try update option and it should run fine and find update.

Got the same problem & my phone says the same info. Where is the update? This has been going on long enough.
