Land line phone service: I get a lot of static when calling "out" but no static when receiving a phone call. Why is this happening?

Assuming you have POTS service since a digital line wouldn't give you static unless you have a bad phone the following could be why. When you have an incoming call there's 20 hertz 90 volt (about) voltage which if you had what's known as a high joint could temporarily close the high joint. When you call out other than talk battery there isn't enough voltage or current on the line to close the high joint which is why you have static. Bottom line sounds like you have a plant issue.
