Promotional Offer Not Fulfilled

I signed up for Verizon Fios 9 months ago - I was originally going to do the 300 Mbps plan but a sales rep offered a lot of various promotions on top of the existing promotional offer, which was $400 home appliances credit, and a $400 Verizon gift card.
I find out today after contacting a chat agent that the promotional offer has somehow magically expired 6 months ago. It's extremely disingenuous for Verizon to egg me to pay $40 more per month in order to receive a promotion that expires due to some fine print that I was never informed about.
Is there any way to recover these promotional offers?

Isn't it awfully convenient that the email that Verizon sends several weeks after signing on doesn't mention that there is an expiration date to the offer... And yet the only time that this expiration date is mentioned is in the initial sign-on email in small grey font buried deep in a wall of text. Absolutely ridiculous, definitely worth complaining to an entity like the CFFB or something.
As if anyone would sign up for internet for a promotional offer only to willingly not accept it. The whole "promotional deal" situation is clearly designed in a way that Verizon won't fulfill its end of the deal. So frustrated
