I recently changed to Fios TV One STB - when I power down using the remote, the STB appears to go into standby very briefly (dim light) but then bounces back to “On” right away (bright light). So when I try to power the TV and STB back on with the remote, the STB THEN goes into standby and I have the Standby splash screen and have to press Exit on the remote to wake it back up. It seems that pressing the power button on the remote is sending two power toggle commands instead of one. This is the case with all three of my STBs.

Try disabling CEC on your TV or look here and disable it:
Main Menu > Settings > Audio & Video > Video Settings > TV Input Control
