I'm not sure if you can get this deep into the menus with the voice remote, but here is how to do it with the remote:

Main Menu > DVR > Create New Recording > Manual Recording

Or:

Main Menu > DVR > Create New Recording

You could also say: "Go To DVR" to the voice remote then use commands to program for recurring recording.

The process is here:

Recording your favorite shows is easy using Fios TV DVR. To record:
current shows you’re watching, press Record
future shows, press Guide > use the arrow keys to find the show you’re looking for, press Record
a checkmark appears to confirm the show will be recorded
series, or adjust settings on a scheduled recording, press the Record button twice, a menu will appear with recording options.

I also discovered that you can find the program on Guide and select it. If you press OK, there are some options presented that look like they can record the series. I haven't tried this yet. I tried the "press Record twice" and get a menu. The initial program was recorded, we will see what happens next Sunday - will Meet the Press be recorded automatically?

When you set up the recording, there should be an option to record "Only New episodes", Repeat episodes, or all episodes. Also one time recording or continuous recording. Check on the recording you have setup.
