Samsung Universal remote model name RMCSPN1AP1 not connecting to Arris STB

Our universal Samsung TV remote was constantly needing to be re-paired , so I bought a replacement online. Same model as the original. It's able to pair fine by holding the back and play/stop button. But when I try set it up to control my Verizon box, it doesn't work.
I tried not selecting my area Verizon and going to "My service provider is not listed" and then just selecting Verizon and typing in my specific box model number, but the channels never change. And I am pointing it directly to the front of the box.
The old remote still works when I pair it. And it's the same model number remote

If you cover up the IR port on the Fios box and use your old controller to change the channel, does the Fios box still respond? If so, the old remote is using CEC within the TV to work with the Fios box. If not, the old remote has a programmed in code for the Fios box that the new replacement doesn't. You have to follow the remotes manufacturer instructions for the programming. You may have to try several codes to get the right one, or if it is a learning remote you could train it. I couldn't find the instructions anywhere, but looking at the reviews on Amazon, the remote is of very poor quality.

I also read in another sites programming instructions you can't have more than 1 remote paired at a time. They also say it is an RF remote, so that must be the part of the remote that is paired, but the IR part is not accepting your programming.

I don't think you are using the right procedure for setting up the remote. First unpair the remote or return it to factory setup. I don't think the remote was ever paired to the Fios box, but was using CEC to communicate with it. Once it is set up properly with the TV, look in the TV menu for device control, and set the Fios box up there. The procedure for the Fios remote setup is here:

I am not trying to get the Fios controller to work.
I'm trying to get my Samsung Universal TV remote to work as both my Samsung TV (apps, settings, etc) remote and to control the Fios channel set box. And the controller I have works, but it seems to need to re-pair to the Samsung tv a lot. I also made sure to try new batteries.
So I tried the steps that worked for people here

But it didn't work for me with my replacement controller.
