When I raise or lower the tv volume with my remote up and down arrows, a a speaking voice also says what the volume number is. How do I shut that off?

Look here in the Fios Menu:
Main Menu > Settings > System > Accessibility>Text to Speach
If that doesn't work, it may be your TV that is doing it. Look in the accessibility menu on your TV for a setting that announces volume.
