Anytime my husband changes the Volume the tv tells him volume 10 etc Joe do I shut it off because it’s driving him nuts. I’ve tried all the settings and still can’t get it to shut the heck up’

Go here and make sure Text to Speech and DVS are both disabled:
Main Menu > Settings > System > Accessibility
