My phone is a Pixel XL, Android 10. Problem is constant!  
Have rebooted, tried in different locations, killed the app and restarted, and clear the app cache. 
Still a constant irritant.
FYI to pass along to technical services, if the problem clears up, it often (but not always) starts again after a Verizon-designated "spam" call.

XXPepper, we certainly want you to be able to connect and listen to your voicemails. When did this problem begin? You mentioned this sometimes occurs when the call has been marked Spam have you uninstalled and reinstalled the Call Filter application?
