My wife and I got the same exact phone, Pixel 2 XL 128GB. A few days ago she received the Oreo 8.1 Dec update, and I have yet to receive it. I've tried checking for updates to no avail. When will I get the update?
The updates are staggered and can take several weeks to reach all of the devices. I personally don't expect to see it on my Pixel until at least the 15th based on my personal experience.
Patience. At least you are going to get the update soon.
If you want the update now go to :
1. Settings
2. Apps & Notifications
3. Click see all apps
4. Click the 3 dots in the upper right corner and press show system apps.
5. Scroll down and click on "Google Service Framework"
6. Click on storage.
7. Clear data.
8. Click back and force stop "Google Service Framework".
9. Restart Phone
10. Check for update once or twice and 8.1 should be there. It worked for me. Pixel XL

I tried this on my Pixel 2, but it did not work.
I did some digging afterwards and found out that it's not a good idea to clear data from GSF.

I did have some issues with Google Play after I cleared data, but was able to resolve those issues for now.
This method didn't work for me. I confirmed with Google support that Verizon is withholding the 8.1 update for unknown reasons (testing or staggered rollout probably). They can't give me a timeframe for when we will receive the update. Just more Verizon shenanigans.
The staggered roll-out is definitely happening. But the method described above definitely worked for me. Ymmv

I ended up side loading the OTA. It didn't involve any modifications, rooting or unlocking of bootloaders. Instructions on how to do it were on Android Central.

I know it's important to have the latest software on your phone to get the best performance. I'll be happy to help. Software updates are sent based off the serial number of your device and they are disturbed in batches. If other users with the same phone as you have received their update, it's because of this reason. Your phone will alert you when the update is available. Still no updates. I turned off WiFi and it's LTE only and not seeing updates. I reset the phone twice to mfg and still no updates. Should I return the phone since it might be defective?

Your phone is not defective and software updates can not be forced. Your phone will receive a notification when an update is available. The updates are not sent to all the phones at once and when your IMEI comes up in the system you will be able to update the phone. We have to ask for your patience until the update is available. Do we have an estimate by when the final updates will roll out? My wife and I purchased a Pixel 2 and Pixel 2 XL a few weeks ago. Her Pixel 2 received an update to 8.1 within days. Much to my chagrin, weeks later, my Pixel 2 XL still hasn't received an upgrade to 8.1. I really do hate to wait but sometimes that is just the luck of the draw. Everything I read states that upgrades take a few weeks to push. Given that a few weeks have passed since the upgrades were released, we start to wonder if there is infact something wrong on the technical side.
After numerous conversations with both Google technical support and Verizon tech coaches, multiple factory resets, and hours of frustration, it was determined that no matter what I did I wasn't getting any updates and it had zero to do with the serial number. It is actually a defective Pixel 2XL. I was sent a replacement and low and behold as soon as I got it set up the update came right through. So this notion that it has to do with the serial number is bogus. Talk to a Verizon tech coach and a Google tech support person. They will be able to guide you through the process.
KettlebellMonk, I know that I would be anxious for this update. You certainly want to have the latest software as well as the complete fixes in place. Truly, we do not have access to the list of device ID's or the order in which these updates are released. They are staggered to ensure that the transition to the software goes smoothly and we hope that you will see your update very soon.

A staggered release of an update doesn't take a month. Even tech support at Google and AT VERIZON verified that. The longest it should have taken was a couple of weeks. The reason people are going with Verizon and the Pixel phones are because VERIZON stated that they will offer the updates at the same time Google releases them. Not one month later. Verizon should be looking into the hardware of these fine folks Pixel phones instead of blaming it on a "staggered release".
I figured out why I wasn't receiving the 8.1 upgrade on my Pixel 2 XL. After buying my phone I read the Android Central article that advised you to sign up for the Android Beta Program to get the update right away. I of course did so a few weeks ago while reading that article. This morning I read a rumour on the Internet that if you signed up for the Beta program then there is confusion in the upgrade priority and you will actually be blocked from getting 8.1. That was the case for me. As soon as I opted out of the Beta program I checked for a system update and my 8.1 upgrade was waiting for me. If you are not receiving 8.1 and are signed up for the Android Beta Program, this might be your issue as well.

Unreal! I've been checking daily for this update since December 5. Google searched "Google Beta Program," signed in, opted out, and checked for an update and BOOM! there it was. Download and install took way longer than anticipated. Now I can functionally connect my Pixel 2 to the car audio via Bluetooth.

I also can confirm that unenrolling from beta fixed the issue. Before, I could not opt out as it would not show my account as registered on Google Beta.
When I signed in today on Google Beta, it shows up as Pixel 2 XL as being enrolled. Before, Pixel 2 was not listed as an option for the program. This is probably due to changes ( testing) by Google during that time to keep others from enrolling with the Pixel 2 devices.

It does not show that I have an update. And I also know that it doesn't take two months to receive an update after it has been pushed out. My phone has the November 5th patch. My phone hasn't been updated since.
