Purchased an HTC one max 5 days ago and can't get sound working or vibration working. Also it does not notify me of incoming. Received a new SIM card and no help there. Has anyone had problems like this with their HTC????

I am sorry you're having issues with your device. Have you checked your call settings to see if it is set to vibrate instead of ring? Double check the call setting and try a soft reset.
