Unable to fully charge battery

I've been haveing problems for the past several days with the inability to charge by TB battery fully. I bought a new charger in hopes that it would solve this problem, but that didn't work. Does anyone have any suggestions on how I can solve this problem?

are you charging it when its off and then turning it on while its still plugged in??? Because I have noticed that if I do that the charging LED goes off while the phone is turning on (so I assume its not charging at that time) and turns on with like 98-99% battery power and needs to charge for a few more minutes to get back up to 100%

Try bump charging the battery, this works sometimes..
