Why won't Set-up wizard activate my device?

I have called the activation line and "activated" the phone there.  The phone has a pre-loaded sim card and I am an existing Verizon customer.  The wizard says its activating, but it does not move forward.

Lets get to work and make sure your phone activates! Which make/model do you have? Have you tried turning the phone all the way off, removing the SIM for 30 seconds, then putting it back in and turning the phone back on? Often times that is all it takes to kick the activation into gear!
