viewing pictures

Why does the phone want me to turn wi-fi on just to view a picture that I put on the sd card? HELP

There is no reason you would have to be connected to the web if file is on card, are you sure it was saved and not still stored on a server...  Did you recieve image through message or text, if so go back to message and press image and select save to be sure its on device and then go to SD Card/ Messages and open file.

Not sure if it helps but I use an app called quick pic instead of the default viewer and its solved a lot of issues I had.
