2 system apps using data with Mobile Data off

I have had my Mobile Data off this entire billing cycle. I noticed today that my phone itself, not the Verizon Data counter, has used a very small amount of data, 0.01mb between com.qualcom.gsmtuneaway and OS Services. Any idea what gsmtuneaway might be?

There are a few things that can cause data to come through the block. The most common is a software malfunction that allows the radio to momentarily connect before it realized it should be off. Those updates are not suppose to reflect in your usage but sometime they do.
This sin't spamming, more I am just updating this thread in case others have a similar issue.

I do know that Android OS has used 0.98mb in the background, but cannot disable background data on that app/service/process.

Verizon just told me that all phones stay connected to mobile data or otherwise are able to turn on mobile data to randomly check for OS updates. I'm not sure how I feel about this. Mobile Data is off, but the phone, by design, can turn mobile data on at random to check for updates. And, sometimes those updates are automatic and don't allow to postpone.
