I want to buy a phone from a foreign country that has two sim cards. What will work with Verizon?

Highly unlikely. Most other countries are GSM networked. Verizon is a CDMA network. Without compatible CDMA bands you would be unable to get signal.
Many (but not all) foreign phones can work on ATT or T-mobile. Please check with those forums before you blow your dough.
