I was emailed an offer to upgrade my iPhone 13 to iPhone 15 with no trade-in required, plus save $10per line per month for 1yr. Instructions are to call the 800 number or text *611. I tried the text but it failed to send. Why?

The text must be an outdated script dating back to when Verizon used to have US-based CS, as 611 now goes to what I would presume is an overseas CS call center, therefore you cannot text it any more.
