What is this "Background Data Restricted" message in the notification window each time my Razr comes back from a time out?

It also sounds like from what i read it's from the Latest Build of Smart Actions if this is So Uninstalling it and dropping it back to a Earlier build might help as it wouldn't have the Background Data Restriction in it..
This worked for me. Go to: manage apps. select smart actions, select uninstall updates. After doing this, I disabled smart actions altogether, as I don't really use it, and have had no more problem with the "background data restricted" shutting down my apps when my screen goes to sleep.
