What is this "Background Data Restricted" message in the notification window each time my Razr comes back from a time out?

It also sounds like from what i read it's from the Latest Build of Smart Actions if this is So Uninstalling it and dropping it back to a Earlier build might help as it wouldn't have the Background Data Restriction in it..
This worked for me. Go to: manage apps. select smart actions, select uninstall updates. After doing this, I disabled smart actions altogether, as I don't really use it, and have had no more problem with the "background data restricted" shutting down my apps when my screen goes to sleep.

There is a new Smart Action created with the ICS update labeled "Battery Extender", that shuts things off to help with battery life. If you disable or delete that rule, or any other rule that disables background synchronization, you should be rid of that error. It's funny, my RAZR MAXX did not get that rule after doing ICS, but my wife's MAXX did.
