Cannot receive or send Sms messages on Motorola Droid Razr``

I have no idea what else to do.  I checked my verizon and it is enabled.  I am NOT phone smart.  Does anyone have a step by step answer and how to fix this?  I would be very grateful.

Valery:  What kind of plan are you on Does it include Text Messaging it should but you might want to Check or as Bear pointed out: And Not saying that we can't help you But you might Give Customer Service a Call an have them go over your Account with you an have them Check your Settings on your phone Like the No. that is set up to Work with the Data Part of the Phone. Just to be on the Safe side an it might be a miner factor that's holding up the Messages.
