Yes it is both ways...can't receive or send. Her messages were working fine until she changed her number online. She has unlimited texting. And she changed it last night and it still isn't up and working!
I would shut off the device, pull the battery, wait 10 minutes and try again

Did you call *611 and have them check? The number she changed to might have had texting blocked on it. The other thing to try is to download a texting app from the market and try that. A lot of them will use the built in texting infrastructure, but uses it's own interface. Maybe something is messed up on the phone.
