After download of new android OS, in the notification area I'm getting ( background data restricted ). How do I fix or clear this?

Check your Smart Actions, there may be a smart action to help with Power (Low Power Saver or Battery Extender) that will disable Background Sync. My wife had the same issue, and she never knew this rule was enabled. We deleted the rule and the message disappeared.
