Last night my battery died. I plugged in the phone to charge all night. Turned on the phone this morning and it went to the first pop-up screen of the diamond with the red eye in the middle. It has not changed since then and it is 2:00pm. Battery actually died and the phone shut uoff. I plugged it back in, let it charge a little and turned on the phone. It is back to the same screen.
What is going on? Is it going through an update and installing a new OS?
Hard reset just repeats what I have just described above. I have attached a photo of what the screen continually shows.

Try holding the power and volume down buttons simultaneously for 15-30 seconds and see if that resets it.
I have reset the Razr in the fashion, but it returns to the same screen and will not leave.
Since the battery went completely dead ... have you tried completing charging the phone, then doing another reset?
I have not let it fully drain again and wait for it to fully charge before turning the phone back on.
