Turbo won't send or receive phone calls, but incoming/outgoing text messages does

I have owned my Droid Turbo for several months now. All functions have been working, until yesterday. I can send and receive text messages, however, my Droid Turbo will not send or receive phone calls. If I try to dial out, the call fails. If someone tries to call me, it goes straight to voice mail. My coverage is 4G LTE and I show 2 to 3 bars of strength. Airplane mode is not on. I do not have call forwarding on. I have removed sim card and reinserted. I have rebooted several times. I have soft reset several times. I'm trying to avoid resetting to factory defaults if there is an easier fix. Not sure if I something is messed up under system settings. Has anyone experienced this and if so, any recommendations? Any help would be greatly appreciated.

Try a different SIM card in the phone. Or try using your own SIM card in another phone to see if it works.
