In my experience, it has been wifi that takes precedence. If you are wondering, then activate both, and then browse to www.whatismyip.com and check your IP.

Yes! When you are connected to a WiFi network your device is not using cellular data. You can even disable mobile data on your device if you want to ensure that no mobile data usage is incurred while using a WiFi Network.
