Where do I find the software repair assistant?

After install of latest update, my device is useless. Screen says,

"Start Up Failed,

Your device didn't start up successfully.

Use the Software Repair Assistant on computer to repair your device.

Connect your device to your computer to get the Software Repair Assistant."

WHERE DO I FIND IT?!

I just got back from a 3 week vacation and took a ton of pics. I hope I didn't lose them. Someone please help.
