Why does the hotspot work with an IPad and seldom connect to a Win7 laptop?

I Posted on this yesterday. By turning the IPad off, the laptop was able to connect. Then I took a phone call and I haven't been able to reconnect the laptop.

IF the hotspot on an older Razr Maxx worked with these devices, how did it get xxxxxxxx messed up with the new Droid Maxx?

A Few more days of this and I'm gone.
