allowing child to use older phone

I have long ago upgraded to a new android. I have a Turbo 2 to give to my younger daughter as a wi-fi media device (pseudo iPod). Is that possible without a sim card? I removed the sim card. I created a google account but it will accept the new google account because it is not the one originally associated with the phone. I have also completed a factory reset and it gives the same response. I do not want my gmail account associated with the phone now.

Happy Monday! We want to clear things up. Resetting a phone will force you to complete an activation set up, hence, will not allow you to use it as a Wi-Fi only device.
