Empty Box Delivered after upgrading my phone

I'm hoping someone can help me out. I upgraded my daughter's and my phone for Christmas. I received my phone with no problem, but her's was just an empty box. I've spent over 4 hours with Verison techs on the phone with no solution. I'm really not in the mood to pay $1000 for a phone I didn't get. Verizon tells me it's UPS's fault. USP tells me they delivered the package, and it's Verison's fault. Here is some additional information: My phone (which was delivered) weighed 2 lbs. My daughter's (empty box) weighed 1 lb. Verizon clearly mailed out an empty box. 

Is there a supervisor who can resolve this problem? I've been a Verizon customer for over 9 years.
