How to speak with manager/supervisor

Today I spoke with a customer service agent who was able to help me up to a certain point regarding my plan. When I asked to speak with a supervisor, he was reluctant to do so. Made excuses that the supervisor would provide the same answers, and finally said that a supervisor would call me back. I have not received a call back. I work in customer service and Verizon's customer service agents are clearly sales people without the skill set or power to truly serve and help customers with the questions that they need answers to.
Is there a direct line to a customer service supervisor?
