Trade In Device Value Lowered Device Credit Removed

Dealing with this issue since September. Purchased a Samsung S23 on August 31, 2023 under a promotion to upgrade plan to unlimited and trade in old phone even if damaged. Went through the process of purchasing online and estimated trade in (Samsung S8) at $800. Received new 23, sent back the S8 at the same time and low and behold then was valued at $5 and lost the $800 credit because my active plan does not qualify.
I followed the specific promotion qualifications so I am puzzled why this would happen. My new plan upgrade and trade in both within the parameters of the promotion. I believe its because Verizon never upgraded my new plan in their system and then saw the old plan when I traded in the device.
I have attempted to resolve with customer service reps over at least 4 times Since September to no avail. Hoping someone can help resolve. Naturally I bought the new phone expecting the credit. Now I am paying double what I was. I've been a loyal customer for over 30 years so very disappointing.
