iPhone activation without account holder identification?

I am unfortunately on a family plan with a former partner who will not release my number. I need my established number professionally. I just purchased a new iPhone and want to transfer the data  onto it. No matter which route we attempt, the system keeps requesting the SSN last four or Verizon PIN -- of the account holder. He will not give me either the last four of the SSN or the Verizon PIN. The old phone is precarious, hole in case, overheating, multiple screen fractures, battery no longer charging. But I am utterly unable to activate the new iPhone for which I have spent over $1000.

Does anyone know of a solution? Thank you.

Hello birdsndog. No, unless the account owner gives permission for the number to transfer it would not be able to be transferred to a new account. -Joe
