Cell phone signal went to one bar three weeks ago and not better yet. Can hardly use my phone.

Did Verizon change the direction of the dish on their cell tower to point away from me? I am going to have to switch carriers if I cannot resolve this. I am in Rockville, MD 20851 along Meadow Hall Drive 500 block. It was not so great before but at least I could use it if I opened my blinds. Now I can't hardly at all.
