Lowering speeds due to legacy plan

I was told yesterday my speeds are reduced as I have an older plan and was suggested that I sign up to a newer plan to get increased speeds. How is that even legal? All was ok and about a week ago I noticed a huge decrease in speeds with all 4 of mobile phones we have and also our Verizon internet gateway has decreased dramatically.
