There are a LOT of factors which can cause weaker signal strength. 3 bars is sufficient though for your service to work, unless maybe you're prepaid and the network is seriously congested...then I've noticed call quality issues with people not being able to hear me.
If you are within a couple of blocks of a Verizon tower and outside, should have 4-5 bars. If not, there's something wrong with your device.

Oh, wow! Dealing with network issues can be frustrating, especially if you have limited signal. Verizon is here to help.
Please elaborate, what exactly happens when you attempt to use your service?
