There’s a new tower near us that was put up over a year ago and still is not turned on. (Verizon confirmed this) How can I find out why there’s a delay? Our sub had had poor service for years despite being in a highly populated suburb of a major city. The rep from Verizon I spoke with also confirmed our neighborhood poor service and could not find a reason for it. We consistently have call that don’t connect or get voicemails hours after they’re left and it’s becoming a problem.

The Verizon reps who hang out at the forums have posted elsewhere that they don't have any access to information about network improvements/upgrades. Even if they did, such stuff would be proprietary.
If you've been dealing with bad service for years, I'd ask the neighbors who they use, because somebody must surely be working better if you're in a highly populated urban area.
I'm not a Verizon employee, just another customer trying to help.
