Streaming direct to TV with the airplay

I should be able to stream to my TV through my Apple TV  whatever I’m playing on my Iphone without home Internet. my Internet is down I should be able to use my cellular data. NOT hotspot data. Verizon forces me to buy a 5G plan, but I don’t get 5G. Verizon plans quite expensive per month. I’ve been a customer for 20 years now. I thought customer loyalty meant something.  I hope other people agree. But they still purposely design software and hardware to prevent me from using my unlimited data I paid for. 
I can get home Internet, and two unlimited cell phone plans through my Internet provider that uses Verizon‘s network for less than I pay for one plan directly to Verizon. 

I can’t be the only one that’s frustrated with that ? 

please explain why this is  ?
