Before responding or clicking on any link, I would log into your My Verizon account to see if there are any messaging/alerts on billing there. Or, call Customer Service 800-922-0204 and ask them if there are any issues with your account. It sure looks like a PHISHING text.
Update: doing an internet search for 'ic system debt collector' does bring up a legitimate debt collector with contact info. This still doesn't mean it is a legitimate text.
