Why extremely slow data speed over Verizon cellular in Wallowa County Oregon?

I have contacted Verizon support numerous times, for years now, attempting to get an explanation for the extremely slow data speed (worse than a dial-up modem connection) here in Wallowa County Oregon. I've run numerous speed tests over the years, and the download speed is so slow that most of the time websites won't even load. I am a retired network engineer/hospital IT Director. I've tried to reach someone in Network Engineering at Verizon who can explain why this is happening and what the plan is for resolving the issue. I always end up connected to some tier one support tech located off-shore who can barely speak English.
It doesn't matter whether I have 2 bars or 4 bars of signal strength, or whether I'm inside or outside my home. Location doesn't matter either. I can be here at home or hiking on top of the east moraine at the lake (which is very close to the Verizon cell tower) - same slow data speed.
Obviously, Verizon doesn't care at all about their cellular customers here in Wallowa County Oregon. If they did, this issue would have been resolved years ago. I guess my only option is to dump Verizon and move to a different/better provider that actually cares about their customers.

Verizon Field Test Mode on my iPhone 12 with IOS v18.1.1 shows an RSRP value of -111 dBm, which is considered VERY POOR . The nearest Verizon cell tower is located on top of Sheep Ridge at an elevation of ~7,020 feet. The line-of-sight distance from the cell tower to my home is ~8.5 miles. I have an unobstructed line-of-sight view of the cell tower. My home is at an elevation of ~4,086 feet. In addition to VERY POOR signal strength, the data transfer speeds over Verizon cellular are horrible - 2.35 Mbps Down/0.61 Mbps Up. By contrast, my data transfer speeds using my wifi and my local ISP (Wallowa Valley Networks) are 82.5 Mbps Down/64.7 Mbps Up. I called Verizon numerous times over the past of couple of years and never get an explanation or plan for resolution. My location does not seem to make a difference. I am a retired Hospital I.T. Director.

According to my ISP, there are only two Verizon cell towers in the Joseph and Enterprise area. One is the tower I described up on Sheep Ridge, which I have line-of-sight to. The other is on NE Claire Street in Enterprise. Enterprise is 6 miles from my house and I don't have line-of-site to that tower. I'm open to troubleshooting.
