This is twice now. The first was when I slowly ported numbers away from Verizon 6total over the span of 2months. When I ported one of the account managers lines over (device was a Z flip5 purchased directly from Samsung receipt in hand) Verizon placed a lock on the device. We were told Verizon places a 60 day lock on devices when activated on their networks, however when we added up the time from activation on Verizon to port of number, 96 days had elapsed. Furthermore, we inquired about locks prior to the port, due to the new carrier being finicky about a device having ever been lock to a carrier. You ess mowbill. We had all assurances there were no locks in place nor had there been from Verizon. We ported the number went fine. Entered imeiโ€ฆ device locked. $700 brick unless we used Verizon service. We argued with Verizon they said lock would be removed after 60 days but it had to be active. 
define hostage for me someoneโ€ฆ.

fastforward. Back on Verizon 2years later 

we own 2 S24s decided to go back to iOS ( a different hostage situation with passwords and accounts etc.) so activated the iOS and posted the s24s on swappa to find out there locked. 
bear in mind we pay cash for all devices. Canโ€™t stand to see Verizon bill to be high and fluctuating on a whim. We have it tuned to minimum and consistent and quibble over every dime. All that being said once again Verizon has a hold placed on our devices. Iโ€™ve found that they cannot do this to iOS but are eager to lock Samsung. 60 days on network subject to relock anytime. Basically your device once placed on Verizon network is only worth what Verizon will give as trade in. Or to be sold to someone through eBay, Facebook, or Craigslist ( if you can tolerate the 100s of fakes) best bet. Keep Samsung off Verizon if your $1000 phone is worth more than a  $299 trade in to you.

I would highly recommend filing an FCC report if you want to fastest response possible from Verizon. A similar issue happened to me where Verizon kept a device locked for over two years when I was attempting to port out. Be sure to include as many details as possible in your report in order to get your report filed as fast as possible.
