Adobe dropped support for Flash player on mobile devices. You can search this community for similar discussions where links to an archived copy of the last flash player apk file can be found. From there youccould sideload the application. If you have access to another device running at least ICS (Jelly Bean is better), you can copy the apk file that device and use it to install on the new device.
