I have an unlocked note 9 but I can't find the advanced calling feature on the phone. I'm on the Verizon network. Need the feature to enable pairing to the mobile network for my galaxy watch.

I have the same problem. There is no advanced calling when I go to settings --> connections.
I bought the phone from a third party as an unlocked phone and am using the Verizon network.
Unlocked models may not have access to Verizon Wireless exclusive features such Advanced Calling and Visual Voicemail.
